As real estate and construction transactions have become more increasingly sophisticated and complex, HBS LAW’s Real Estate and Construction Practice Group has in-depth knowledge in the legal frameworks, market trends, local practices and other drivers affecting our client’s businesses in the sectors.
We have extensive experience in assisting, advising, negotiating and/or closing many major real estate and construction projects including but not limited to residential, commercial, hospitality and other recreational projects. Also, we have excellent working relationships with key figures in sector including officials in the Royal Government of Cambodia, in particular the Ministry of Commerce, Ministry of Economy and Finance, the office of the Council of Ministers, Ministry of Land Management, Ministry of Environment, Urban-planning, Construction, and other relevant government agencies.

Mr. Tan has more than 10 years of experience in the real estate sector of Cambodia and has been advising and assisting in closing many major real estate transactions throughout the country.

Ruwan Hulugalle
Senior Consultant
Prior to joining HBS LAW, Ruwan Hulugalle worked in Cambodia on a range of issues in the public and private sectors including as a private consultant, as an academic, and as a commercial advisor for the U.S. Department of State.

Sadao Matsubara
Senior Consultant
Sadao worked as a public prosecutor of Japan from 1996 to 2014. He was also a professor of the International Cooperation Department, Research and Training Institute, Justice Ministry of Japan from 2010 to 2012.

Sathavy Borey
Associate
Sathavy earned her LL.M from Nagoya University, Japan, as a recipient of the prestigious Japanese-MEXT scholarship program in 2023, focusing her studies on a comparative family law and dispute resolution.

Vily Reach
Associate
Vily assists the Japan Desk and specializes in dispute resolution and real estate law. Under the supervision of Partners, he drafts a variety of agreements, including those related to property loans, construction, and real estate purchases and sales. He also supports arbitration cases as required.

Deal Lists
Our clients trust us to find solutions for their complex and important legal and commercial issues. We set out below the following recent projects in which we have been involved:
- Conducting property structuring, due diligence, and acquisition for real estate and luxury hotel/resort developers for project worth up to 100 million US dollars.
- Assisting major commercial banks – including oversea financing institutions, in structuring and perfecting mortgage and other security structure in relation to financing of major real estate development projects.
- Advising on legal framework on real estate development – land use, zoning and tax implications to multinational real estate developers from Singapore, Korea, China and other countries in the region.
- Assisting various developers in applying for the relevant licenses and permits for their real estate development;
- Assisting major retailers in Cambodia retail leases;
- Structuring and perfecting landholding structures to foreign entities who are not qualified to own real estate in Cambodia;
