Our Casino & Gambling Practice Group delivers end-to-end legal services covering all aspects of commercial gambling operations throughout Cambodia. With thorough competence in regulatory compliance, licensing, and dispute resolution, we help businesses navigate the complexities of Cambodian Law on Management of Commercial Gambling promulgated in November 2020 (“Gambling Law”). Our team is well-suited to support clients in setting up and operating within Integrated Commercial Gambling Zones and permitted gambling activities.
We advise casino operators, gambling promoters, software developers, gaming manufacturers, investors, and related businesses through the licensing process, ensure compliance, and represent their interests before the Commission of Commercial Gambling (“CCG”).
Our firm offers legal support in the following key areas:
- Advising on the types of licenses for various commercial gambling activities, including casino licenses, betting game licenses, game-of-chance licenses, and licenses for other commercial gambling.
- Advising on the licensing requirements for special personnel, commercial gambling promoters, and producers/manufacturers, installers, importers, sellers, or distributors of gambling equipment and applications.
- Assisting with the preparation and submission of license applications to the CCG.
- Guiding clients through the regulatory requirements for operating within Integrated Commercial Gambling Zones and permitted zones.
- Providing ongoing regulatory compliance services to comply with the Gambling Law and other related regulations.
- Assisting with negotiating, reviewing and drafting of contracts related to commercial gambling activities.
- Assisting with dispute resolution related to commercial gambling activities, including negotiations, mediation, and litigation.

Seang Meng is an Attorney-at-Law, admitted to the Bar Association of the Kingdom of Cambodia. He holds a diverse range of qualifications and licenses, including being a licensed trademark agent, a licensed customs broker and a qualified professional in the securities and trust sector.

Ms. Ly obtained an LLM from Nagoya University, Japan, under the Japanese-MEXT scholarship program. Her specialization is labor law and industrial relations.
