Mr. YIN handles a broad range of corporate matters including incorporation of companies, change of company’s shareholder and director, increase of capital of the company, change of the company’s address and so on with the Council for the Development of the Cambodia, Ministry of Commerce and General Department of Taxation.

Sadao Matsubara

Sadao worked as a public prosecutor of Japan from 1996 to 2014. He was also a professor of the International Cooperation Department, Research and Training Institute, Justice Ministry of Japan from 2010 to 2012.

Ruwan Hulugalle
Senior Consultant
Prior to joining HBS LAW, Ruwan Hulugalle worked in Cambodia on a range of issues in the public and private sectors including as a private consultant, as an academic, and as a commercial advisor for the U.S. Department of State.

Channy Hak
Senior Tax Associate
Holding a Bachelor’s Degree in Accounting, Mrs. Hak Channy has been working in the tax sector for almost 11 years. She has been with HBS LAW since 2014. During her employment with HBS LAW, she has led a lot of work on tax matters regarding registration, de-registration, share transfer, tax audit and other work with the General Department of Taxation (“GDT”).

Seang Meng Leang

Seang Meng is an Attorney-at-Law, admitted to the Bar Association of the Kingdom of Cambodia. He holds a diverse range of qualifications and licenses, including being a licensed trademark agent, a licensed customs broker and a qualified professional in the securities and trust sector.

Peakdey Hieng
Attorney-at-Law
Ms. Hieng started her employment at HBS LAW in 2015, supporting the firm with regards to an extensive range of matters. She is a member of the General Corporate and Investment, Banking and Finance, and Dispute Resolution and Litigation Practice Groups.

Tith Sopheap Ly
Associate
Ms. Ly obtained an LLM from Nagoya University, Japan, under the Japanese-MEXT scholarship program. Her specialization is labor law and industrial relations.
