Cambodia Establishes Framework for the National Single Window System

I. Overview

The Royal Government of Cambodia (“RGC”) has issued the Sub-Decree on the National Single Window System dated 10 April 2025 providing the legal framework for the management and operation of an integrated online platform for trade-related permits and documentation. This Sub-Decree aims to enhance trade facilitation and inter-agency coordination by streamlining the submission and approval process for import, export, and transit of goods. 

II. Key Highlights 

  1. Scope and Coverage
  • The Sub-Decree governs the process for requesting and granting trade-related licenses, permits, certificates, and other permissions (“Approvals”).
  • It applies to a wide range of goods including, inter alia:
    • Prohibited and restricted goods as determined by existing law and regulations;
    • Goods under free trade agreements or international conventions; and
    • Petroleum products, duty-free goods, and goods with tax or duty exemptions. 
  1. Definition and Function of the National Single Window System
  • The National Single Window System is defined as an electronic platform allowing stakeholders to submit applications for Approvals to multiple competent authorities through a single entry point.
  • The system is accessible via https://nsw.gov.kh
  1. Competent Authorities and Oversight
  • The system is overseen by the National Single Window Steering Committee.
  • Ministries and institutions are authorized to issue Approvals through the platform and may develop additional implementation procedures. 
  1. Eligible Users
  • The system may be used by:
    • Competent officials of ministries and institutions;
    • Diplomatic and consular missions;
    • Import-export companies;
    • Customs brokers; and
    • Other authorized persons as approved by the National Single Window Project Team.
  1. Obligations of Users and Authorities
  • All users must register and adhere to confidentiality obligation.
  • Ministries must issue Approvals within three (3) working days upon receipt of complete documentation.
  • In the event of force majeure or technical disruptions, authorities may temporarily process Approvals outside the system, with notification to the National Single Window Steering Committee and National Single Window Project Team. 
  1. System Integration
  • The system is intended to interconnect with:
    • Domestic systems of various ministries and institutions, and
    • The ASEAN Single Window and systems of other trade partner countries for cross-border electronic data exchange. 
  1. Fees and Payments
  • The imposition of fees for Approvals must comply with existing laws and regulations.
  • Electronic payment is the default method for public fees unless otherwise specified.

III. Implications for Businesses and Stakeholders

  • Importers, exporters, and customs brokers are encouraged to register with the National Single Window System to benefit from streamlined procedures and reduced processing times.
  • Businesses involved in trade should update their internal compliance protocols to align with the new electronic system requirements.
  • Ministries are expected to issue additional guidelines to operationalize their engagement with the platform.
